Community Cohesion Contingency Planning and Tension
Monitoring Co-ordination Group
This group
meets on a regular basis and at times of heightened
community tension and in the event of serious disorders. It
aims to coordinate, develop and improve the effectiveness of
local community cohesion strategies, cohesion contingency
plans and tension monitoring across the West Midlands
region, by clarifying roles, responsibilities and processes,
improving information exchange and knowledge of tension
indicators, and disseminating examples of effective
innovation and good practice.
Terms of
reference
-
The West
Midlands Regional Community Cohesion Contingency Planning
and Tension Monitoring Coordination Group will meet
quarterly:
-
to support
local areas in developing and improving their community
cohesion strategies, cohesion contingency plans, and tension
monitoring systems.
-
to ensure
the region is comprehensively served by a network of groups
promoting cohesion, planning for contingencies, and
monitoring ethnic and other community tension.
-
To
disseminate information and good practice in relation to the
promotion of good ethnic relations, community contingency
planning, and tension monitoring.
-
To discuss
specific incidents of ethnic and community tension and
conflict in the region with a view to gaining insight into
causes, symptoms and means and methods of intervention and
conflict management, and to distilling and disseminating
good practice.

To
coordinate and facilitate joined-up response by regional,
sub-regional and local agencies to conflict management
through Local Strategic Partnerships and Local Area
Agreements.

In
addition, the Group will meet as considered necessary at
times of heightened community tension and in the event of
serious disorder to ensure:

a
coordinated and consistent response from areas most
affected.

accurate
information is exchanged promptly and damaging rumour and
hearsay is dispelled.

lessons are
learned rapidly and applied on a region-wide basis.
-
effective
innovation and good practice is disseminated to all areas.
-
knowledge
of predictive tension indicators is enhanced.

membership consists of:

Warwickshire police forces.

Service.

Representation from West Midlands Faith Forum.

Representation from Race Equality West
Midlands

Representation from Local Emergency Planning.

Crown Prosecution Service

Others by invitation relevant to incident.
The Group focuses on local tensions often neglected in
relation to regional planning. Between meetings, Group
members operate as an email exchange network sharing
information. It considers reports on systems in the region
for monitoring community tensions and significant incidents.
